Welcome to Cape Charles!The purpose of this electronic newsletter is to pass factual, informative and timely information to the citizens of Cape Charles and to any other individuals who have a business, property, travel or historical interest in our Town.

The information contained in this newsletter is considered to be the "official word" on the Town’s activities as noted by our Town Manager. The Cape Charles Gazette will be a news source that will report weekly events, upcoming Town activities, articles of interest to our citizens, Town projects, safety & security issues, and emergency announcements.

CODE ENFORCEMENT

Doug Smith, Code Enforcement Official, reported that he completed a Plan Review for the second model of the Island Villas being constructed by Baymark.

Doug said that the Code Enforcement Department had to "cut" eight (8) lawns in the Town via a contractor since the owners failed to comply with Code Enforcement Notices to maintain their property. Doug said he sent out an additional fourteen (14) notices to residents who are failing to meet the minimum standards set forth in the Town Codes for residences.

Doug is currently working with an out of Town resident in trying to resolve issues that include fire sprinklers and Temporary Certificate of Occupancy in several buildings he/she owns. Out of town home owners are held to the same standards as those who reside in Town on a full time basis.

Doug met with Councilmen elect Steve Bennett & Larry Veber to discuss the proposed Flood Plain Ordinance. The Town welcomes the great interest in Town activities shown by these new Councilmen and we look forward to working with them.

HARBOR

Smitty Dize, Harbor Master, reported that he had a vessel in the Harbor that had a leak in its fuel tanks and this caused great concern for this vessel’s fellow boaters. A special thanks to Dan Dabinett of Interstate Equipment who arrived at the Harbor on Sunday & Monday of last week to pump the gasoline from the tank of this vessel.

Smitty noted that the Town Harbor was graced with the 110 foot yacht Adrianna last week and Smitty is hoping for more vessels like this to arrive in our Harbor.

PLANNING

Tom Bonadeo, Town Planner, reported that he worked with South Port on their project in and around the Harbor this past week and also worked with the Harbor Development Group regarding their next submittals of permits on their project.

Tom also assisted an applicant regarding historical review on a plan submittal for a new home in the Town. The applicant received a variance in past years and they were now upgrading plans, zoning ordinances and historic district requirements.

Tom is also working with a former resident of the Town of Cape Charles regarding a rezoning application for land located on Route 642.

LIBRARY

Ann Rutledge, Town Librarian, reported that The Summer Reading Program began last week and the Library already has twenty-six (26) children signed up for the summer.

Ann said the Summer Toddler Preschool Storytime had thirteen (13) children and their caregivers attend the event. Last week’s theme was "Ladybug, Ladybug, Fly Away Home". The special treats were cupcakes with green "grassy icy" with a Ladybug crawling across the top of the cupcake. Ann said the children loved the cupcakes and the adults also enjoyed the "treats".

Ann noted that the Library has received 114 visitors to the Library this year as opposed to forty six (46) this time last year. The Library is a great Town asset and children, youth and adults are highly encouraged to visit and use this great learning center.

SUMMER TEEN MOVIE NIGHTS will begin this Wednesday, June 25, 2008 at 7:30 PM at the Library. The season premiere will be the movie CLICK followed by FERRIS BUELLER’S DAY OFF, HARRY POTTER & THE ORDER OF THE PHOENIX, I AM LEGEND, PIRATES OF THE CARIBBEAN, SHREK THE THIRD, SPIDERMAN 3, TRANSFORMERS and THE MASK. The doors open at 7:00 PM and the Town will provide free popcorn & soda. Please note that attendance is limited to the first twenty-eight (28) people due to space limitations & safety reasons.

RECREATION & PUBLIC WORKS DEPARTMENT

The Recreation job is still on "hold" pending some administrative clarifications with the Town’s prospective new employee.

Dave Fauber, Director of Public Works, reported that the Virginia Department of Health is awaiting additional information from Shore Engineering. The Town Manager, Joe Vaccaro, spoke to both Jimmy Bundick and Chuck Cooley and thanked them both for their assistance with East Well III. Dave Fauber said that he expects East Well II to be operational on Monday, June 30, 2008.

Dave and Patrick Christman, Lead Operator at the WWTP, attended the DEQ Nutrient Removal Reporting Operator Training Program in Onancock last week.

The PWD planted over 120 trees & shrubs over the last week on Randolph Avenue, Jefferson Avenue and Plum Street. The Town expects to have an additional twenty five (25) Crape Myrtles planted in front of Heritage Acres along Route 184 by the end of this week.

The PWD was busy this past Sunday night (June 22, 2008) in the Hollies at Bay Creek regarding a broken water pipe. The Town would like to thank Dave Fauber, Jay Bell, Gerald Elliot and Billy Powell for their determination in getting the water back on at The Hollies despite the heavy rain and complexity of the problem. The Town also thanks Bobby Thomas for assisting the Town Manager, Joe Vaccaro, in obtaining food & liquids for these PWD employees who spent several "long" hours on this repair project.

The Town constructed over 1500 linear feet of new sidewalks throughout the Town. The Town would like to thank J & J Construction, MICOR Construction and Bowden Construction for their assistance in maintaining the Town’s infrastructure.

POLICE

Chief David Eder reported that the Cape Charles Police Department unfortunately had to destroy two (2) raccoons over the past week that exhibited signs of sickness. One (1) was destroyed in the vicinity of the Bay Creek Marina and one (1) was destroyed in the vicinity of the Bay Creek Beach near the wood line. Residents are urged not to feed these animals or allow children or pets to engage them.

Chief Eder noted that the police department remains in possession of six (6) bikes that the police department recovered over the last few weeks. If a citizen is missing a bike, the Town requests that they contact the police department ASAP. Please bring proof of purchase (if possible) and personal identification to claim these bikes.

The 4th of July 2008 Holiday is rapidly approaching and Chief Eder gently reminds everyone that the VA State Police will be out en masse regarding DUI’s and Seat Belt Enforcement ("The Click it or Ticket Campaign"). Please don’t drink & drive and if you plan on partying, select a designated driver.

ASSISTANT TOWN MANAGER & TOWN MANAGER

The Town would like to thank Arts Enter for their generous donation of five (5) Scholarships to the CCCCY Program. The scholarships were for Art & Nature, Art Splash, Art by the Bay, Turn to Shine and Only Art. The recipients for these scholarships were randomly drawn at the Schooner Fest 2008 and the winners for these "outstanding" courses (in the same order listed above) were Kate Gomer, Keyvina Voyles, Hannah Behrman, Reginald Chavous and Eli Newman.

The Town is making great efforts to plant as many trees and shrubs as possible in our Town over the next few weeks and this is another one of those "long overdue" projects (Streetscape) that the PWD has undertaken. Once again the Town would like to thank Bobtown Nursery and the members of the PWD for their work to make our Town more environmentally sound.

The Town of Cape Charles has recently installed a Flood/Severe Weather Warning Siren in the Historic District of Town. It is located on Mason Avenue across the street from the service station. In the event that the siren goes off, please tune to one of the following broadcast stations for severe flood or weather information and directions.
